Dear bidder, The International Labor Office (ILO) is looking for a person to carry out work as an External Collaborator. Below is a summary of the work to be carried out: The consultancy aims to methodologically analyze the design and implementation of the AITDR during the period 2023-2025, in order to generate technical inputs that guide the formulation of a new Interinstitutional Agenda starting in 2027. This analysis will cover the theory of change, the logical framework, the internal coherence of the design, assumptions and risks, the relevance of the indicators and the functioning of the inter-institutional coordination mechanisms. The scope of the work includes a critical review of the methodological design of the AITDR, the analysis of its implementation in the period 2023-2025, the evaluation of the dynamics of governance and coordination between institutions, the examination of transversal approaches to gender, just transition and decent work, and the formulation of recommendations strategic actions aimed at strengthening the following Interinstitutional Agenda. The findings must be consolidated in a technical document that supports the redesign of the Agenda. Tasks include: exhaustive documentary review, implementation analysis, evaluation of governance and articulation mechanisms, development of strategic guidelines, technical validation processes with the ILO and with the AITDR institutions, and the preparation of the report...
