Costa Rica has made significant strides towards UniversalHealth Coverage (UHC), achieving a UHC index of 81 in 2021 with healthindicators comparable to Organization for Economic Co-operation and Development(OECD) averages; however, progress has stagnated since 2017, with financialprotection deteriorating as out-of-pocket spending increased by 14.5% between2017 and 2019, leading to a 25% rise in catastrophic spending. The countryfaces growing health care demands due to an aging population and rising non-communicablediseases, increasing health care costs and waiting times, driving those who canafford it to seek private health care, exacerbating inequalities. Despiterecent crises, Costa Rica's economic situation remains favorable, with a grossdomestic product (GDP) of US$ 64.6 billion in 2021, an average real growth of2.5% over the past five years, an unemployment rate of 16.4%, and a povertyrate of 12.7% in 2023, one of the lowest in the Latin America and Caribbean(LAC) region.The Costa Rican Social Security Fund (Caja Costarricense DeSeguro Social or CCSS) is the institution responsible for financing, managingand providing health care and pensions in the country, acting as an autonomousauthority for the provision of health services, while the Ministry of Healthoversees policy management, health regulations, research direction, and healthsector coordination. The main objective and function of the CCSS is to providecomprehensive health and pension services to individuals, families, andcommunities. The CCSS is undergoing a transformation to maintain its leadershipin UHC, focusing on strategic purchasing, digital transformation, andintegrated service delivery networks to address challenges such as an agingpopulation and rising non-communicable diseases.
